Who developed it originally? I am not sure. There are so many flavors of this chart available online with different color combination, font difference but with the same message i.e. how Power (P), Voltage (V), Current (I) and Resistance (R) is related. Although the chart is purely for DC (Direct Current) domain but can be approximated for AC (Alternating Current). For example Power is Voltage x Current provided the 'Power Factor' is 1. For DC, Power Factor is always 1. Do Google on 'Power Factor' for details.
